How VPN Usage Went Mainstream: A 20-Year Timeline

VPNs didn’t become a mainstream consumer product on a smooth upward curve. For most of the 2000s they were an enterprise IT tool almost nobody outside a corporate network used personally. What changed it was a handful of specific, datable events — not a gradual drift in public taste. Here’s the real timeline, with real sources, not a guessed-at narrative.

Mid-2000s to 2012: a corporate tool, not a consumer one

Through most of the 2000s and into the early 2010s, “VPN” meant remote access into a company network — something an employee’s IT department set up, not something an individual signed up for themselves. Personal, consumer-facing VPN services as we’d recognise them today were still niche: industry research on the period notes that public search interest in VPNs was at its lowest between 2010 and 2012, and that the first VPN services aimed specifically at individual consumers only really began reaching the market around 2013.

2013 — The Snowden inflection point

This is the single clearest turning point in the whole timeline. In June 2013, Edward Snowden’s disclosures about NSA surveillance programmes (including PRISM) became global news, and public interest in VPNs and related privacy tools spiked immediately afterwards — contemporary reporting at the time directly tied a jump in VPN demand to the revelations and to concurrent anti-piracy legal pressure. In a survey of new customers cited by industry press that year, government surveillance concerns (PRISM specifically) was the single most-cited reason people gave for signing up, named by 28% of respondents. The “Snowden effect” is now a documented term for the broader shift in public privacy behaviour the leaks triggered.

~2015 onward — streaming becomes the second big driver

As Netflix and other streaming platforms expanded internationally and regionalised their catalogues, a second, largely non-privacy-motivated use case took off: using a VPN to reach a different country’s version of a service you already subscribed to. This mattered because it pulled in a much more mainstream, less technically-minded audience than the original privacy/security crowd — today, unblocking geo-restricted streaming content is cited as a reason for VPN use by roughly a fifth to two-fifths of users depending on the survey, second only to security and privacy motivations. 2020 — the pandemic remote-work surge

The COVID-19 pandemic produced the sharpest short-term spike in the whole timeline. VPN research outlet Top10VPN’s dedicated COVID-19 demand tracking recorded sharp national surges in VPN demand as lockdowns began in March 2020. Country-level trackers varied in exact magnitude — Atlas VPN data (cited via Statista) put the US increase at 124% between March 8–22, 2020, while Cartesian’s analysis put Italy’s lockdown-period growth at around 160%, among the highest of any country tracked. The variance between trackers reflects different measurement windows and methodologies, but the direction and scale of the spike is consistent across all of them: this was the first time VPN use went mainstream specifically because of remote work, not privacy or streaming.

2022–2026 — mainstream, but not a straight line up

By the mid-2020s, VPN use has clearly matured into a mass-market behaviour rather than a niche one — but the growth curve has flattened, and in some markets even dipped, rather than climbing indefinitely. GWI’s research, cited in DataReportal’s Digital 2026 report, puts global VPN use at roughly 23% of internet users overall (around 31% among the 16–64 age group, or an estimated 1.6 billion people), a share that’s held in a fairly narrow band since late 2022 rather than continuing to climb sharply. In the UK, a 2024 YouGov survey found 47% of adults had used a VPN at least once. In the US, Security.org’s 2026 VPN Consumer Report found 46% of adults have used a VPN for personal use — the highest share that particular annual survey has recorded — while, in a useful reminder that self-reported usage isn’t always a one-way climb, NordVPN’s own year-over-year consumer survey found current US usage actually fell to 32% in 2025, down from 46% in 2023.

2025–2026 — a new driver: age-verification and content-blocking laws

The most recent wave isn’t about streaming or remote work at all — it’s regulatory. The UK’s communications regulator Ofcom has said it is actively monitoring VPN use specifically because of concerns it’s being used to circumvent Online Safety Act age-assurance requirements, and published dedicated research on the topic. The honest takeaway

VPN adoption didn’t rise on public enthusiasm for privacy technology in the abstract — it rose in response to specific, real events: a surveillance scandal in 2013, the streaming-catalogue arms race from the mid-2010s, a pandemic-driven remote-work shock in 2020, and now a new wave of interest tied to age-verification and content-access laws.
